MEDIA: Man arraigned on charges he sent e-mail to inflate stocks

Alan Rasky, suspected of being an international spam king, was arraigned late today in Detroit on charges of sending tens of millions of unsolicited emails to Internet subscribers worldwide from 2004 to 2005.

Ralsky, 62, of West Bloomfield, was brought into U.S. District Court in Detroit in handcuffs, escorted into court by FBI and Postal Inspection Service agents who greeted him at Detroit Metro Airport upon his return from Germany. His lawyers had arranged his surrender.

He stood mute to the charges against him. Magistrate Judge Steven Whalen entered a not guilty plea on his behalf. Whalen set a $50,000 unsecured bond for Ralsky, who was to be released tonight after being processed at the FBI office in Detroit.

Ralsky and 10 others were indicted in U.S. District Court last week on charges of sending e-mail to pump up the price of penny stock in Chinese companies to artificially high prices. They then sold it, prosecutors said, reaping huge profits for themselves and leaving Internet subscribers holding worthless stock.

The most serious charges, mail and wire fraud, carry a maximum penalty of 20 years in prison and a $250,000 fine.

Several other defendants were scheduled to be arraigned Thursday.
