States are getting tougher, too. New York State legislators are considering one bill that targets spam on computers and cell phones. Virginia last month enacted a law that makes spamming punishable by jail, which gave some spammers a chill. ``If they send someone to jail over e-mail, there's something drastically wrong,'' says Alan Ralsky, a high-profile spammer based near Detroit.
In light of the assault on so many fronts, people in the spammer community are closing ranks and are in fairly regular contact with one another. Michigan spammer Ralsky knows many of his cohorts on a first-name basis, and shares lists and techniques. Ralsky says those in the anti-spam community are taking their cause too far.
When his home address was published by anti-spammers earlier this year along with advice for bulk-mailing free catalogs, he began receiving thousands of catalogs and junk-mail offers at his house each day - two or three container loads that his letter carrier had to heft to the door.

``To me, that's just a total waste of resources,'' he says. ``It's not fair to the companies sending them, and I have to send it all back ... My wife is beside herself with the amount of mail we get.''
