September 29, 2002 -- Bill Waggoner is a father of two, a homeowner and head of his own company, AAW Marketing.

"I'm doing pretty well," the 29-year-old resident of Las Vegas said with unconcealed satisfaction.

Waggoner is also considered one of the top 10 spammers in the world by Spamhaus.com, the leading spam-tracking group on the Web. He and other spammers on the list say they've been wrongly accused.

"It is unjust," Waggoner argued. "I'm an opt-in e-mail marketer."

Waggoner started his marketing business six years ago, building on sales experience he'd gotten in radio. He's built up a database of 43 million e-mail addresses of people, he maintains, who have all asked to receive information about the penis-enlargement products and orgasm enhancers he markets.

His office is filled with 60 computers, monitored by six employees who handle the millions of e-mails and orders processed each day - and yes, he said, people do order the products. The commission that Waggoner earns on sales leads generated by his e-mails bought the house he lives in, he said.

But the e-mail marketing racket has changed since he started AAW. The filters are more difficult to get around, and his Internet service providers are hassled by anti-spammers until he's booted.

But he's not taking it lying down. Waggoner said he has planned legal action against Julian Haight, head of Seattle-based Spamcop.com, an anti-spam Web site.
