A long time spammer & spammer-for-hire. Waggoner is a former DJ/musician who turned to spamming and moved from Ohio to Las Vegas, Nevada. Like most spammers, Waggoner hides behind a number of aliases. He specializes in spamming for dubious sex-aids and quack weight-loss cures. In the early days Waggoner would steal access to thousands of peoples' computer systems to send his spam through. Later he would set up "shell" companies to hide behind as he built networks dedicated to spamming. Waggoner operates under a false cloak of legitimacy by pretending that "spam" is something other than the junk he sends. Though a self-proclaimed "spam king", Waggoner never reached the level of the real kings of spam in ROKSO. In recent years, deprived of his ability to send spam by Spamhaus and other anti-spam systems, Waggoner has been pushing an anti-USA-govenment and "conspiracy theories" agenda. Lots of talk about 'freedom', but if it's the same old Waggoner that would not mean what the USA was based on, "freedom for all", but freedom for one: Bill Waggoner's freedom to send spam. Draping himself in the US flag, Waggoner tries to spin that sending spam is "The American Way" and thus spam filter systems preventing him from spamming are "anti-American". He and other spammers severely hurt the cause of internet freedom as their years of spamming made people petition the government to step in to help make email usable again and to stop the massive cost (the "spam tax") he and others impose on the recipients of their junk.
